Civilian police

Finland has participated in international civilian police operations since 1994. All civilian police officers sent from Finland have completed civilian police training that conforms with the UN training standards.

Civilian police officers are selected from among police officer volunteers who fulfil the formal requirements. The Ministry of the Interior’s Police Department is in charge of the recruiting, selection and training of civilian police officers and is in charge of their personal uniforms and equipment. Finnish civilian police officers abroad are employed by the Ministry for Foreign Affairs.

In traditional UN, OSCE and WEU operations, the work of civilian police officers includes supervision, instruction, guidance and training for local police officers and reporting on the operation of the local police force. In Kosovo, civilian police officers have also performed operational duties.
