Disabled parking permit



The Road Traffic Act authorizes the police to grant parking permits to seriously disabled persons or for the transportation of such persons. Introduced in 2001, the new disabled parking permit is a plastic-laminated card containing the holder’s name and photograph, validity details and the EU logo.

Unlike the previous one, the new permit is no longer specific to an individual vehicle. The new parking permit will be valid in all European Union member states. The fee is payable as the permit application is submitted.

Applications for a parking permit may be submitted online using an electronic form, to which the required enclosures (photograph and medical certificate) can be attached. The application form is only available in Finnish and Swedish. Strong electronic identification is needed to use this form (online banking ID or an identity card with a microchip). The fee must be paid before the application is sent.

Once the permit has been issued, it can be posted to the address given by the applicant, unless the applicant wishes to collect it in person. The method of delivery can be selected on the online form. If the application is submitted on a printed form in person, the applicant can select their preferred method when visiting the service point.

When applying for a parking permit, the following must be attached to an online application, or produced when visiting a service point:

  • two photographs (preferably black-and-white)
  • a completed parking permit application
  • a medical certificate confirming the nature and seriousness of your illness, handicap or disability.
A disabled parking permit may be granted if the applicant has a disability that meets the relevant criteria. These include:

1) an impediment due to an illness, disability or handicap which can be considered to prevent the person from walking independently and which, when assessed as a whole, has been placed at minimum in handicap class 11 under section 18 a of the Employment Accidents Insurance Act; or
2) visual acuity which in the better one of the eyes can at maximum be defined at 0.1, or which, when assessing the person’s vision as a whole, corresponds with handicap class 17 under section 18 a of the Employment Accidents Insurance Act.

The medical certificate should indicate the duration or permanent nature of the disability. The certificate should also provide details on the effects of the disability on the applicant’s ability to drive.

A disabled parking permit is normally granted to the disabled person him/herself, although he/she may not be driving the vehicle. The parking permit is valid for up to ten years, or, in the case of a temporary disability, for the probable duration of the disability.
