The preconditions for granting a temporary identity card are always carefully considered in each case. On application, a temporary identity card may for example be granted to a person if his or her proof of identity has been lost of stolen. In this case, the identity card will as a rule be valid until he or she is issued with a new proof of identity document. For a special reason, a temporary identity card may also be issued to a foreign citizen who does not have a municipality of residence in Finland. A temporary identity card is issued to the applicant at the police department immediately, and it will be valid for no more than 4 months. A temporary identity card does not contain a technical component that facilitates the use of e-services (a microchip). A temporary identity card may not be used as a travel document.
